Advocacy and Support of Seniors and People with Disabilities
Because seniors and individuals with physical disabilities require a plethora of support services to live in the community as long as possible, The Hairston Foundation started The Center for Aging and Disability Services (CADA) program.
Staffed by individuals experienced in long term care, as well as, interns pursuing graduate degrees in social work, public health and law, this initiative works with clients to identify necessary community resources and matches them with CADA clients. This program places particular emphasis on advocating for Medicaid services for clients who wish to remain living in the community as opposed to moving into a nursing home or similar facility.

Veteran Advocacy and Support
CADA also advocates for VA home care services for qualified veterans through grass-roots and legislative advocacy campaigns. Our current focus involves advocating for a change to the laws in Pennsylvania. We are hoping to enable home bound veterans, who are eligible to receive a VA pension through Aid & Attendance and Housebound benefits, to do so without jeopardizing their Medicaid benefits.
PA is one of few states where a veteran cannot obtain both. Most states ignore the pension ignore the pension for Medicaid eligibility. In PA, eligible veterans must decline this benefit it if they want Medicaid. This penalty disproportionately impacts low income veterans, some of our most deserving and vulnerable community members. We are aiming to improve access a benefit specifically designed for them.
